CHAIR OF UDNEY PARK FOUNDATION URGES CPS TO ACT ON CHINESE OWNERSHIP

The Chair of the Udney Park Playing Fields Foundation, Jonathan Dunn has written to the Crown Prosecution Service calling for the sanctioning of the mysterious Chinese businessman, Wu An Ming who currently owns the Teddington playing fields and has been linked to a criminal network, it was revealed today (sunday)
His letter states:
Dear Sirs
Last week multiple news outlets reported that the Chen Zhi, the head of the Princes Group, had been extradited from Cambodia to China.
It has been reported that the ‘’second in command’’ of the Princes Group is a person called Wu An Ming (among various aliases)
‘’In October, the U.S. Treasury Department sanctioned a man known as “Chen Xiao’er” based on his partnership in just one company with Prince Group founder and chairman Chen Zhi. Last month it was revealed that Chen Xiao’er also holds significant assets under the name Wu An Ming, but that alias was not listed by sanctions authorities.
Now, reporters have uncovered two more identities: Hu Shi, and his birth name Hu Xiaowei. A closer look at those names shows that he has a deeper relationship with Chen Zhi, and the conglomerate, than U.S. authorities noted — including his ownership of two important Prince Group companies.
Under his birth name, Hu Xiaowei, he is reportedly being investigated in Taiwan for allegedly playing a major role in the Prince Group. According to local media, prosecutors have labelled him “second in command” under the group’s chairman, Chen Zhi. ‘’
The Times have also reported on this link between Wu An Ming and Chen Zi. The Times also confirmed Mr Wu’s ownership of various UK assets.
My interest in Mr Wu is due to his ownership of important community playing fields in the London Borough of Richmond on Thames. He purchased these fields via a company registered in the British Virgin Islands called Leisure Focus. The company name of Leisure Focus was changed from Wealth Creation International in July 2022 immediately before the land was purchased. Since then, he has sought to land-bank these fields presumably for future development.
Mr Wu had indicated that he would be open to renting out space on these fields and created a company called Udney Park Management Ltd to do so. This company was struck off on 6th January 2026 and is to be dissolved on 13th January 2026. Mr Wu is listed as the one person with significant control in Udney Park Management Ltd (see attached). The Company House records state that his country of residence is England. Company House also state that Leisure Focus are the shareholders in this company.
The charity that I represent (Udney Park Community Fields Foundation) had made an offer to purchase these fields, but this offer has been withdrawn considering the controversy surrounding Mr Wu, and concerns about the legality of transferring funds to him.
At today’s date I believe that Mr Wu is not sanctioned in the UK. I would encourage the CPS consider sanctioning Mr Wu. It would certainly seem appropriate that his assets be frozen, as quickly as possible given his recent actions to close a UK business.
I have contacted Mr Wu’s representatives for comment and not received a response.
I am copying in my local MP, and representatives of LBRUT so that they can follow-up on this request.
