Darren Bingham DOB 04/03/1980 of no fixed abode is currently in police custody having been charged with four offences of fraud by false representation, and is due to appear at West London Magistrates Court today.
He has been served with a Community Protection Notice, which has numerous conditions, which include; – Not to enter the London Borough of Richmond except for certain agreed appointments – Not to knock on any door or enter any part of any residential premises not known to him within the Metropolitan District.
There are numerous other conditions in relation to begging and associated behaviours. A criminal behaviour order is currently being applied for to mitigate the behaviour that has affected local residents.
